PC can't detect my web cam?

just baught a micro innovations web cam and instaled it with disk,does not work, tried all the trouble shooting sugestions from the pc nothing works,the web cam works on diferent pc,so its good,i might of deleted something from my pc that i needed,what is a ATI display driver and do i need it?
