The playstation 3?

Does it madder if you have it on standby mode or if you turn it complete off. My brother just got one and he says he leaves his on standby all the time. I don't understand the point unless you play it then shut it off then play it like an hour or so later but other than that. If anybody has any answers please let me kow thanks.
