Stepmom took furniture out of late fathers house without executors consent?

After fathers house sold, after death, stepmother changed the locks on the house and had all of his personal possessions removed out of the house against executors consent, after items had been doented and inventoried. Can criminal charges be pressed? Does this fall under theft?
